What is your question? where is the difference you see? both coins look normal and the top coin with a heavy residue built up.

The devices looks like they are suffering from a heavy die polishing. Note the Five Cents devices are smaller in size. So the die was normal, now polished and you coin is showing a reduction of the sub devices because the the field polishing. No premium, just an explanation of what happened.
