The coin is mangled and mashed. It did not leave the mint looking like this. Most likely intentional damage, but PMD for sure. If I was a stork clerk, I'd hand it back to you and ask for another dime.
The rim area should all be circular. The reeds should all be there on the outside circular. Note on your coin, some are still visible, even with the damage. If the coin would have been a clip, the hint of the reeds, would not be present. The affected area would be in the shape of a previous clip, or if hanging over the edge, the edge would be relatively straight.
