1904 Indian Head Penny With Odd Obverse

Morning everyone! I have this 1904 Indian Head cent that we came across that has something weird on the obverse of it. Not sure what this is, but I'm thinking its from the mint because as you see in the photos the damage, or whatever it is, goes under the headdress and the letters. It almost looks like it should be some kind of design or shape, but I can't make it out, esp over United States. Any help/thoughts on this would be greatly appreciated!

Looks like a lamination error. Give it a light acetone bath. Put it in a small bowl of acetone and "gently" "very gently" wipe it with a saturated Q-Tip.

Show us the results after you do that.

Ok, I gave it the acetone bath as you suggested and now its gone. Does that mean it was really just dirt and grime? I'm not at all sure what to make of this!

John1 is most-likely correct. Looks like it was some kind of glue, residue or adhesive from scotch tape. Good job with the acetone. The coin looks much better. !
