I found this 1965 Washington quarter today and I'm not sure if it's worth anything or what type of error it is.
Any advice is greatly appreciated.

It's user error. Someone did this, it wasn't a mint error.

Most very minor errors and varieties do not add much value anyway.
They just make a very interesting subject to collect and study.

As a by product of this type of research, it makes it easier to identify and expose fake coins.
That has to be an excellent reason for studying errors and varieties. You never know: you may become a genuine numistmatist, not just a coin collector.
