I was told that this is probably German, other than that no one knows

Very plausible, and most likely from a Catholic area of Germany (or Austria)
I think it reads "Receive the holy spirit...through the laying on of Your hands".
Can you read the name on the bottom of the medal? That might help an ID.

From the sylye of dress on the two male figures, I'd say this is an early 19th century medal.
