I have a Dutch token that says (according to an internet translator) "Exclusively No value For freely-game" and has absolutely nothing on the back. Does anyone know where it would have been used?

Indeed an arcade token, but has to be read as: "No value, exclusively for a free-game"

yep an arcade token - you probably put real cash itno a change machine and 'purchase' these token for play time on the machines in the arcade only
