That is not a "railroad rim". It's a coin that was removed from an encasement.
A "railroad rim" coin is struck partially in the collar and actually looks like a railroad wheel with a flange. The link should take you to a picture of one. Note the difference in appearance of the edge.

Good picture of the partial collar Bill. From all the things that I see that people try to call "railroad rim" I would strongly suspect that a lot of people have never really seen a train up close before.
