Looks to be a worn circulated quarter. .25 cents, Unclear what's going on with that obverse without clearer pictures.

Interesting.
Have you soaked it in some Acetone to see if it is something applied to the surface? (Like silver paint.)

It's interesting. It could be some kind of clash or other die damage, but a better picture would be needed to say anything for sure. Did you soak it in acetone yet to make sure it isn't glue or some other residue?
