Could be a little debris trapped under the plating or perhaps bubbles. Have you tried depressing them with the tip of a wooden toothpick?

could also be a small die abrasion/dent (possibly caused by feeder fingers). The area in question is one of the lowest relief parts of the face, so it's pretty susceptible to abrasion events and other damage that you won't see in higher relief areas.
