I am pretty sure this is an Abbasid Dirham, but beyond that I have no clue. I have zero skills with Arabic. So if there is anyone experienced with reading these coins I would greatly appreciate their help identifying the ruler/year on this coin.

Thank you Kushanshah, I will now attribute this as an Umayyad Dirham from 126 AH, from the Wasit mint.

Im just confused since the AH date of 126 falls into the reign of 2 or 3 different caliphs who ruled that year

According to Album, the dirham of Wasit dated 126 with 7 annulets in the margin is attributed to Ibrahim.

Dirhams of Wasit 126 with 4 annulets are assigned to Yazid III.

Dirhams of Wasit 126 with 5 annulets and all 126 issues of other mints are attributed to al-Walid II.

There may be something with the annulets at Wasit but generally speaking, it's arbitrary.

If you don't have a copy of Album's "Checklist", it can now be downloaded free at the author's website stevealbum.com.

So I will then conclude these is a Ibrahim ibn al-Walid Dirham. It seems like this is a pretty rare coin, is that true? I only paid $8 for it, so looks like I got a good deal lol
