Usually you can tell, but with the top of the Lincoln Memorial basically untouched and the E of E Pluribus Unum completely missing I'm asking for opinions. Is this damage or a mint error? Many thanks in advance.

This error is called a Grease Filled Die. They are neat to find and that area in particular you'll find a lot with missing some details. Sadly with that small amount of the coin affected it doesn't add any value though.

FreddyV to the CCF!

There are so many Lincoln pennies that have the strike weakness in that same area.

I think it is because Lincoln has a big head. I mean Lincoln's head is a high relief area causing a weakness strike on the reverse. Sort of like a Cud.

Don't discount the 'size' of Lincoln's shoulder/lower bust--which, if properly rotated, lies on the other side of of STATES and E Pluribus.
