That is a pure fantasy piece. The designs (Washington/ eagle) were not used until 1932, and then on the 1/4 dollar.

Fake, or rather "facsimile", like it says under the eagle's wings on the reverse.

YUP - Definitely fake although the word 'facsimile' is an odd choice of term. Given that such a coin never existed to begin with, what exactly is this a copy of?
