To be more specific, the core is 79% copper and 21% silver, which is enough silver to allow the core blend in with the 80% silver and 20% copper cladding.
Coops' last image is interesting because it saysthe 40% silver coins don't show the copper on the edges, yet in the picture the clad layers are clearly visible on about 50% of the coins.
