Found this interesting Wheat penny today and was curious if this would be considered a Retained Cud, or some sort of lamination.

The area is raised and I can catch a nail on it.

Yes that looks more like copper foil than a couple Cuds. Also, not seeing it on the cuds-on-coins website:
