I think it is a strike error. The words at the top go up ontop of the raised border....

Best guess, the dies weren't quite parallel to each other resulting in strike softness in certain areas of the coin.

Well, what you have is a case of Die Deterioration and rather strong circulation wear. Worth one cent.
