It's not " Struck Through Grease" in that area, so I'm thinking it might be an 89 with reverse of 88, instead of the other way around.

Is there a chance the flare on the G could have been polished off?

The last picture is comparing it to a normal 1989 cent.

Just die abrasion. You can see the tips of the F are weak as well. The mint ran out of the 1988 reverse dies in 1988 and had to use some 1989 dies to finish the run of coins, so there wouldn't have been any 1988 reverses left in 89.

I was looking so close at the G, I didn't even notice the F was worn down haha. Thanks for the help.
