Looking for opinions as to whether the date is DDO.

Not a DDO,MD. Why start a poll? Also,always best to post a full coin pic of the obverse and a full coin pic of the reverse as well as one or two close ups if needed.

Only three years of quarters listed on V.V for the DDO 1990's quarters:

All of them are the 'S' mint coins.
Wexler lists no DDO's for that year.
