You can see the rty above the 19 the b above the 3, any help is appreciated, I don't think I'm seeing things but confirmation would be good

That's not the one. There should be a large Cud on the reverse as well. LIBERTY should almost look doubled with separation south as well.

I can not see any resemblance of a 1983 FS-401.

You first state you see the "RTY" above the "19" but it is suppose to be "IBE" above the "19".

Here is a picture from PCGS.com on the 1983 LMC FS-401:

It's not a match to the FS-401. Here's a nice detail of the clash/counter clash.

1983-Lincoln-Cent-FS-401?-Liberty-Above-The-Date-Visible-Reversed

You really have to wonder just what happened at the mint to cause damage like this to the obverse on an FS-401.

I actually found one randomly but it can't be one. The piece that chipped from the die clashed with liberty and that in turn transferred the letters from liberty on to several locations on the damaged die. Without the Cud, it can't have the letters from liberty you think you are seeing. I'm still new to this stuff, just know about this specific coin since I personally own one!
