1926 "Blacksmith" USSR 1 Poltinnik (50 Kopek-Half Ruble) Straight Gradable?

Hello--this coin is in a Russian slab with a straight grade (although I don't think that means much). I like the luster on it, but there are certainly a number of bag marks. Do you think this would straight grade at NGC or PCGS?

I appears to have bee lightly cleaned - design detail not as sharp as with a freshly minted coin, and faint horizontal parallel lines on blacksmith side. Very little remaining luster.

EF (British grading system) - I usually reserve Sheldon grading for US coins only.

Thanks. The Russian slab uses the USA system and calls it an MS(63).I do not necessarily think that PCGS or NGC would agree with this...I chose this one because it had the best luster of any specimen I saw (none of the others seemed to have any luster or toning at all), although not the cleanest surface. Most of the ones I saw were either badly scratched or obviously cleaned/dipped.
