That is Machine Doubling. There have been no DDR's on the devices on the outside ring. Why? Because these devices are incuse, not raised. The rules apply opposite for them. Show spread, means Machine Doubling on incuse devices. The real DDR's are on the central area of the design. On incuse devices like the EPU on the shield cents, the doubled dies on the incuse devices are just the opposite, reduced in size. (Just the opposite of raised devices):
