When a business strike coin is minted on a proof coin, is this considered to be a improper annealing error term?

I believe the poster is asking a technical question of a general nature, not specific to one coin.

No, annealing means "heat (metal or glass) and allow it to cool slowly, in order to remove internal stresses and toughen it", so improper annealing means this process did not happen correctly. There are a few varieties where they used proof dies to strike business strike coins, like the Type B Washington quarters on the 1972 type 2 Ike, but they are varieties not errors.
