I did research on this coin and it seems to be rare. I welcome and appreciate opinions.

The coin looks to be in good condition but I'd like to know if it is in fact valuable. Also I would like to know if the off strike lowers the value.

thanks in advance!

At first look it appears it may be a cast copy. Where did you acquire it?

Unfortunately that is very fake. I hope you didn't pay too much for it.

readily found on the knock off site. intentional struck to look like an error, but it is a fake coin, meant to mislead people.

As the others said this is a counterfeit. As far as I know any off center 09-S VDB would be a unique coin.

It isn't even the position of the MM, but rather the silly size and shape of it.

And the balloon-like/bloated devices (lettering) on the reverse.

Agreed, counterfeit. The casting texture on the reverse gives it away to me. This is one made/offered by the Chinese.
Rest in Peace

They would probably say: "What do you expect for so little money for the coin?"
