No in both cases. It is not the real DDO, it is a fake. The normal one is just showing extreme die wear. Compare with the real deal:

Reminds me of a plastic cent that was posted a while back:
1955-And-1955-S-Lincoln-Wheat-Cent-Doubled-Die?
This one looks more believable for a cent, rather than that fake DDO.

That RDV-004 design (1974-1985) is actually pretty good for play money.
