It's a Philadelphia cent. The only year Philadelphia added a mintmark was the 2017 P Lincoln Cent. No mintmark means it was minted in Philadelphia.

All the build up under the eye, over the eye and above his mouth kinda on cheek. What is it and why did it do that?

Missing the mintmark? They have only used the mintmark only one year on cents. So it is normal. It was called years ago, 'Plain'. always associated with the Philly mint. As mentioned there was a purpose for the 'P' on the cents in 2017:

So missing the mintmark for Philly on coins goes back to 1793 on the first coins.

During the second World war on the Type 2 1942 nickels through 1945, the 'P' mintmark usage happened.

Then after 1980, the all the coins used the 'P' Mintmark for coins from Philly, except cents. ([b]except for the 2017-P-/b])

Your pic is rather dark and a little out of focus. I'm not seeing a lot of die wear so it may be an early die state coin, meaning the die was fairly new when the coin was struck. Other than that it looks absolutely normal.

These spots are most likely a stain of some sort, nothing uncommon. Slight post mint damage.
