1984 D Washington Quarter Error?

I was wondering if there is an actual error in the word "IN" or if it's only damaged. It's actually kind of bumpy, so I think it's hard for it to get damaged between the two letters and still look like that rather than sunk, but tell me what you think. Thanks!

Keep in mind that quarters are probably the most used coin in vending machines. This will flatten the devices on the outside devices. Note that the 'IN' is affected the most? followed by 'TR'. That is the areas most affected by the mecs that the coins go through. Also this coin has been in use 36 years. So it has seen a lot of activity. Figure in casinos also at that time before the use of the cards they use now. So coin wear is the issue with your coin.
