It is a bit hard to tell from this pic whether the coin was plated or just has surface toning. Either way it would have happened after the coin left the mint and would not add to the value.

I can't really tell what's going on. Better pics would be needed.

Agreed, better photos would help. If it is plating, plating is damage, so it simply would be labelled as PMD, as it did not leave the mint looking like that.
