Yes that is a double die you could see the notching on the U of trust and the images are raised. That is class 1 rotated die hubbing CW nice find

It's actually CCW, and is a doubled die (not a double die) - no harm, no foul. This is 1941 DDO-001, a very scarce and very sought after doubled die in better grades. I cannot see the grade of your coin, but assume it's pretty low considering what little I can see. Still, it's worth $30-$50 depending on exact grade.

BTW, I happen to be the author of that site and took many of the accompanying photographs. When I offer die numbers I am sure of what I am looking at. I've been doing this for more than 25 years. If I don't know the answer for sure, I don't answer.
