Does the edge show an incuse area on the outer edge? If so it maybe an attached lamination folding across the obverse area. So an image of that area of the edge will show us more?
It that firmly attached to the face of the coin. To me it seems like a struck through that folded over the rim area. Looks like a fingernail would make it rise. If this were a Cud, the Cud would be raised a lot higher than the rest of the rim area: Note on the opposite side, you would see a weakness there. (reverse at 12:00-1:30) The reverse looks normal on your coin. Thus why I question this as not being a Cud. If it lifts slightly, leave it there. It would be a struck through debris on the coin. (leave it attached)
