These are scans. In hand seems to meet FSB criteria.
Actual grade not sure.

Those do look like full bands, but hard to grade from scans. Does the surface look better than that in hand? If so, it's a nice coin.

I just compared the bands (especially the middle one)
to a 44-p that I have. This one is full. The 44 is not (middle one)
So a go on the bands. I am trying diff. colored sheets of paper over
the coins that I scan to see which is best. the red color is not working. coin shows some weird color reflections. in hand looks good.
mint luster worn off here and there and a few specks of dark dirt around also. I was concerned more with the obverse. wanted to see if it makes unc. or if just an au. I read that a lot of the times the punch decides the full bands or not. not just the wear. I am going to post the 44p also for a grade (scan) and one can see the minute diff. on the middle band and why it could not be designated fsb just because of that reason.

Thank's all for your help. This will also be for the other
two mercs. I posted. I have one more merc. (1916-S) but with all the advice I received here I can give that one a G4
Never knew much about merc. grading but now I feel pretty comfortable
about them. I did some research and now I can see why the G6 on the
21-D and not a VG thank's also to Atlas.
Just one more question maybe Atlas or another could answer.
I know it's tough to grade a scan but why the MS-61 on the 23-P
when it looks much better that the MS-63 on the 44-P ?

This coin looks at least MS-63 to me. Very nice.
