Washington Quarter Machine Doubling Or DDR?

Please take photos direct coin to camera rather than shots of a computer monitor. We like to see the full coin, both sides, and sharp close-ups of areas in question.

Note the fields? Do you see the flow lines there? That is a sign the die is aging. These are sometimes polished off and the die continues to age even more. So I'm thinking you are seeing die wear. Note the wave on the 'S'? That is where the die devices are moving towards the rims. Another cause for devices to be wider is also Grease Fill in the die. So if you can take images to include more devices, then we will see more of what is going on. Also include the date. That is helpful. 1968-D has very strong doubled die:

Note how much the devices are enlarged on this die. On the centers you can see the spread of the devices. Compare them with the normal devices above on the normal coin.
Sometimes having images taken too close makes it hard to tell what is going on. Thus on you images you could encase the whole word in each image:
