Your images are not very clear, but what you are seeing under the date is likely just damage from circulation strikes. Two reasons I can think of that it isn't what you suggest.
1)The way the minting process works, there would be no numeral 2 "floating" around during the die making process, to end up on a die from 1930.
2)The font would be wrong for earlier dies from 1922.
