2007 Nickel - Is This A Plating Error On The Reverse (Beaver)?

I went to the bank today to get some nickels to go through. And this one caught my eye.

From my understanding trying to research on Google, this would be a plating error of some sort? I also included the Obverse which seems to look more normal. I put a 2004 nickel next to the 2007 to show how different the 2007 looks.

Have never seen this before so thought I post this for some opinions.

Road rash or possibly cupholder coin.
The plating has been compromised and rust is beginning to form beneath the surface.
"Dipping" is not considered cleaning...
