Though it was post mint damage but after looking under magnification and seeing it just stops before D in canada and the rim isn't damaged

Not a legit strike through, if you look at pic 4 and 5 of the reverse you will see the "N" in CENTS is deformed and the metal around the anomoly in question is also deformed. Almost looks like someone took an edge of a coin or round object and hammered the edge into the design on the reverse that left an indent.

Looks like PMD imo.
