Would be best to show full, high resolution photos of the coin's obverse and reverse. Not sure what you're seeing in 'IGWT' that looks like an error. I see some nicks and dings, and a faint T (second pic). The weak T could be/is caused by a greased die--not that uncommon with quarters.
Given the images posted, I'd say the coin shows some circulation wear. Even with the greased T, I'm thinking it's worth 25 cents--not a good candidate for TPG submission.
I agree with being a struck thru grease,but as far as the letter " T "is concerned it is still noticeable at the correct angle, you can easily make it disappear in photography by changing angles!
