What Happened To This 1964-D Washington Quarter?

Looks like it mostly affected the fields because it trails under the devices at the date and "Liberty". Report this Post to the Staff

It could just be a glue residue (or some other substance) on the surface. A dip in pure acetone might remove it if it is residue. I guess the way it formed around the devices gave it an illusory effect, and it's rock hard so I assumed it was part of the coin, but after seeing it couldn't be an error (thanks to this awesome forum) I busted out the old chisel and found that it does indeed come off.
