Looks like a plating blister from where I'm sitting. Sometimes they can be depressed with a wooden toothpick. I'm seeing no added value but a neat find...keep it if you like it...I would spend it, but it is your cent....good luck on future finds

Edited: or zinc rot is accruing under the copper plating

Zinc rot is slowly destroying the zinc core cents (1982 1/2 - present). Your blister will only get worse, I know of no way it can be stopped.
