It's supposed to weigh 5.7 g. My question is it a mint error or struck on the wrong Planchette?!?

Looks correct to me. That is a bit light , but 5.67 +/-.2(something) , with a little wear. Could have started a bit light as well, but I wouldn't say it was struck on the wrong planchet, IMO

quarters 3 grains +/- .19 grams mint tolerance.

In a word,no. Do a little research and see if the mint made coins for other countries in 1979 first.

Only one I could dig up for that year is the 1979 Panama 5 centesimos. 5 g copper-nickel clad .

Have you weighed other quarters, various years and wear to test your scale?

Yes I've weighed penny's n they all weigh 2.5 n the copper are 3.1!! The scale is very Accurate it's very on point

Your coin is struck on a rolled thin quarter planchet. It is out of tolerance by about .3 grams. Far enough out to be worth a small premium, maybe a few dollars. Not worth having graded.

It can't be on a wrong planchet because it is coppernickel clad, so in 1969 there would only be one possibilities a dime planchet which would be way too small. (Panama 1/4 Balboa was struck using US quarter planchets, so that wouldn't work, the 5 centisamo that Ty2020 mentioned were struck on US nickel planchets, they were coppernickel alloy not clad. Besides all the 1969 Panama coinage was struck in San Francisco in Proof.)

So what about wrong planchet stock? Well for a clad composition you have two possibilities dime stock or half dollar stock. Half dollar stock would be the wrong composition, and would make the coin heavier not lighter. Dime stock would make it light , but much lighter, 4.16 grams.

So since everything else is impossible, but process of elimination, it must be struck on rolled thin quarter stock.
