The coin has been damaged perhaps in auto wrecking equipment and then "repaired" so it can circulate.
It's still easier to repair coins than redeem them but of course few people are willing to learn how and spend a few seconds with a ball peen hammer to do it. Most will end up ibn the trash. Some of those in the trash will be incinerated and trucked to New York for redemption.
