Not a doubled die. All the devices sizes are the same. This is a impaired proof coin. Not a collectable. More of a reject from what it should look like.
Here is a DDO compared with a normal proof coin for that year:

Not a very strong DDO. But at least you can see what the condition of the coin should look like. Spender.
