I dont know much about error coins but I do know this one is an error for sure with out a doubt

@deez, first welcome to CCF. Second, yes that looks like a blob of clear dried glue on Jefferson's face. You could try soaking it in acetone to see if it softens up and can be picked off with the tip of a wooden toothpick. Just please use a well-ventilated area for this.
