This coin was damaged. 99% of the coins with an incuse mark on them are damaged. Only 1% are mint errors. I guess some people really hate coins.

@amy, first welcome to CCF. Second, I agree with @coop that you have some damage on this dime. It might have been from a ballpoint pen, but it definitely didn't happen during the striking process.
