The area below the ear is commonly affected by die clashes. Maybe that's what you are seeing? It is difficult to see in the pics provided.

I did a pair of overlays for possible clash marks on the 2018-P Voyageurs National Park quarter.

The first would show where the coin could show clash marks with no rotation or movement of the dies. On the second image, I tried to match the angle of the ridge on the back of Washington's jaw line. This is only a guess on my part.

The coin may not have a clash, but this could help if what you are seeing is indeed from a misaligned die clash.
