@amy, I'm seeing what looks like circulation flattening on the date plus a gouge on the last number 9. As to the lines, do you mean the arc-shaped grooves along Washington's bust? If so, those are likely damage from a rolling machine.

They are from coin wrapper damage when the close the rolls like you get in the original wrapping:

This area gets hit as it is higher than the other areas on the profile of the bust.
