I know the 1997 quarter was not produced in mass for general circulation. From what I understand, it was only available in sets.

Recently I acquired two uncirculated individual copies (not in sets) from different sources. One looks like a regular finish quarter like you'd get from a mint roll from the bank. The other has a frosted background behind the queen and the caribou.

What type of sets would these have come from and is one considered more desirable/valuable than the other?

The 'regular finish' is likely a prooflike struck coin or perhaps a Specimen struck coin. The 'frosted' one is Proof struck.

There are 3 different finishes of 1997 25 cent coin.
1. Proof Silver - mirror fields with well frosted (UHC) Caribou and the Queen. Available from Proof sets only.
2. Specimen - lined background (I guess it is what you call "frosted"), shiny devices, frosted legends on obverse and reverse, frosted crown
This finish is available from Specimen sets, Baby and Oh Canada gift sets, Ottawa uncirculated/PL sets, and *some* of Winnipeg PL sets
3. Proof-like - this coin is only available from some of Winnipeg PL sets
There is no frosting anywhere on the coin, the background is lined but not as well as on Specimen, and the rim resembles rims of business strike coins.
I think that is the "regular finish" that you have.
All 3 types are readily available and Proof one costs slightly more because it is silver.

I really appreciate the explanations. I have collected for many years but not the stuff from sets. It is only because I wanted to complete my quarters and there were years when not issued for circulation so I am buying from sets.

I have two quarters from 1992. One has regular finish but the other one seems opposite that of the 1997. This time the caribou and quern are "frosted" and background not. I guess that is what you mean by three kinds, mice45.
