This could very easily be a substantial "stuck-in" Strike thru grease. Sometimes the grease will have debris and other matter in it. Acetone would totally remove it and possibly ruin its character if it is genuine. Just knock some off and see if the devices are missing,if they arent, its doodoo

The black on this coin is above the design, see how it sits on top of the 1?

Hello all. I have news. The black gunk was above the coin. Thank you all for your interest in this curiosity!

If the design under the crud is there, then it is not a striking error. If it blocked the design, then it is a struck though grease issue. On the 1995 above, note the reverse? All the devices are present. That tells me that under the crud, the obverse design will also be there, just covering the coin. Plus as mentioned, it should show the design of the die, not the crisscross pattern like a wafer cookie. IMOHO

I don't think that it is worth the cost of the acetone soak. It is so disgusting I would just throw it away.
