Is this coin plugged? Looks to me there is something between the bottom two stars on the reverse:

Probably not. That hole, if it was one, would be well under 1 mm and nothing shows on the other side.

The seller lists this as VF.
Hard to check with the slightly out-of-focus photos.

Appears to be corresponding damage at the top of the "E" in States on the obverse.

Between the "E" and the "A" on reverse and between the bottom two stars on the obverse. If the coins die is rotated this could be possible. If the dies are aligned properly this is not a hole. It sure looks possible to me though. Misaligned dies were not uncommon back then.
