First, I "think" it's a 69 NEPAL 2 PAISA....not sure.

Second, I don't know the Obv from the Rev on this coin.

Third, is it a Doubled Die?

The bird is the one on the reverse. That is a doubled die. I don't know if the Nepali mint makes as few mistakes as the US mint. They aren't known for their immaculate quality though. It is hard to go through change from there and not see an off-center strike. That is a cool exampling of doubling though. The contrast is really nice, but I have no idea what it would be worth.

Upon further inspection, I have reason to believe that it is in fact a 1966 and not a 1969 by using Dateconverter.net

Thanks for that feedback Ethan Parmet. Your description of the Nepali mint paints a vivid picture. I'm thinking coinage like this leaving the Nepali mint is probably common.
