Hello! Hope all is well with everyone!
I wanted some opinions on what these marks may be - if anything. The appear to be raised, as if it was a larger stamp that would have depressed the background - however that just seems unlikely. Also the marks seem hap-hazard - but the way they looked raised around the very fine lines caught my eye. Thought I would throw it out there to see if anyone had seen something like this before.

Should also say that the 1899p Morgan is a better date. Even though someone definitely ruined it, a collector like myself would still pay a small premium over silver for this better date, just to be fair.
