Remember, no coins minted in 1965, 1966 or 1967 of any denomination have mint marks. This was part of an effort to reduce coin collecting and hording due to a nation wide coin shortage. To read more on what happened, check out "The Coinage Act of 1965." The US government also discussed banning coin collecting because of the shortage.

Double check your scale first, but the weight is right for a quarter struck on half dollar stock. I come up with a calculated weight of 7.22 grams so 7.25 grams is very believable.
And if it is on half dollar stock it would be 40% silver stock. This would be a very GOOD mint error.
