Remember, no coins minted in 1965, 1966 or 1967 of any denomination have mint marks. This was part of an effort to reduce coin collecting and hording due to a nation wide coin shortage. Double check your scale first, but the weight is right for a quarter struck on half dollar stock. I come up with a calculated weight of 7.22 grams so 7.25 grams is very believable. And if it is on half dollar stock it would be 40% silver stock. This would be a very GOOD mint error.
