Needs information on a 1970 dime that has no eyes no eye lids hardly a nose. The words in and we are missing in in god we trust. He has a circle raised in his head. The design on this is really strange on it. I have had coins before and this is a rare one.

Clear pics of both sides is the best way to start. We don't all see the same things in our heads when reading a description. Someone here will almost surely be able to help you.

If the area is incuse (sunk into the coin) then it is probably damage. If it is flat and level with the fields then it is probably a Grease Fill on that area of the die. But an image would be a better guide to see what you do have.

It looks like damage to me. It may have been a Dryer Coin or someone modified it, but it was done after it left the mint. It's not an error.
